The most secure type of institutions are large facilities that include training schools, reformatories, and juvenile correctional facilities. Many are run by the state. These institutions provide education, vocational studies, recreational activities, counseling, and other programs. Nonetheless, the focus on rehabilitation is combined with the goals of deterring delinquency, removing the offenders from the community, and administering appropriate punishment for their actions. Juveniles with serious mental health issues may be sent to a stabilization facility, especially if they’re considered to be at a high risk for suicide.

Mid-range offenders may be sent to a juvenile boot-camp program that emphasizes discipline and physical activity. Offenders spend their days following a regimented schedule that’s patterned along military lines. While in boot camp, the juveniles also receive education, job training, and counseling. Boot camps are controversial because they haven’t been proven to be more effective than traditional programs. There also have been cases of abuse, overly harsh treatment, and even fatalities at some juvenile camps. Other mid-range offenders may be placed in ranches and wilderness camps. At these “no-locked-doors” facilities in remote areas, young offenders take part in treatment programs and outdoor work, such as conservation projects. Some youths also are housed with other offenders in group homes, a broad community-based treatment placement.
